Where to base myself in New Zealand for surfing

Hi folks, I am relocating to New Zealand for a year on a working holiday. Basically I want to surf 5'days a week. That said I am fond of urban centres and prefer to commute to work rather than drive. I would like suggestions at to where would be best for me in NZ?

What experience do you have? Raglan, Mount Maunganui, Whangamata are popular surf towns in the NI.
